		<description>I met Horace the first day he arrived at Mission Viejo Company as an intern from Harvard and was delighted to count him as a good friend ever since.  I&#039;ll always remember his joie de vivre and his generous way of treating everyone as an equal. You could always find Horace in a crowd with his booming laugh and crowd of friends.  The industry has lost a fantastic leader and friend who deserves emulation on many fronts.</description>

Given that the development application process is subject to immense public scrutiny and input, the scenario he paints simply can not and does not happen.  It is healthy for our members to acknowledge that such views are alive and well in San Diego.</description>
