County Planning Commission Advances New General Plan
The San Diego County Planning Commission voted to accept the draft General Plan Update and send it to the Board of Supervisors for final consideration. The general plan update has been 12 years in the making and seeks to direct future growth toward existing towns and villages where infrastructure is more readily available.
However the concept does not sit well with private property owners in the county’s back country that will experience significant downzoning as a consequence. Landowners and farmers are up in arms of the loss of land value attributable to the downzoning and are pressing for an ‘equity mechnism’ intended to compensate them for lost property value. How this would unfold remains to be seen since the county is dropping its overall land capacity by 100,000 residents compared to the existing general plan.
The planning commission directed county staff to develop an equity mechanism prior to the general plan vote at the Board of Supervisors that is expected by the end of the year.
